Type M which will bring up your map, look on the right side and find "mount dealer" that will auto run you to one.
NPC mounts are 100k each, there are also mall mounts which cost diamonds if you want them as well.

GO to Palas Sanctuary,
type M in your keyboard.
Scroll Down and you will see
Mount Dealer
Click It and It'll automatically go to the Dealer
