tweak the drop a tab bit in the players favor

As you get higher in level you will get them more, and you will get them even more when you dont need them. There are a few people who collect them and whatnot its a good idea to always ask in race if anybody has any or if they are selling any. Some people normally do and are, since they are only used for weapon.
